Why island rates are worse
An island booth has no competitor fifty metres away, has to move banknotes by ferry, and knows you cannot easily walk out. Expect to lose several percent against a city rate, on top of a wider spread on anything other than dollars and euros.
Change before you go
Most visitors fly into Samui airport or take the ferry from Donsak. The last counters with published rates are in Bangkok, so change there or at Suvarnabhumi before the connecting flight.
